Most of the meeting consisted of a discussion of the Comprehensive Plan revisions for industrial land, transportation and residential density. The final plat of the Cannon Valley 3rd addition was presented as well as a variance request in east Northfield.
Dan Olson, Senior Planner, and Community Development Director Brian O'Connell led the discussion and answered questions of Planning Commission members.
Need for more industrial land.
Industrial areas west of the new Northfield Hospital, north bordering Hwy.3 and the existing industrial park south of Hwy.19 were shown on the Future Land Use map. Staff recommends a space west of the Hwy. 19 industrial park and north of Rice Creek, now zoned residential, be changed to industrial. This would better facilitate planning infrastructure, such water distribution. The entire issue will be addressed through the Economic Development Authority (EDA).The transportation system in the city and growth area will be led by staff and the city council. Densities for residential development will be addressed by staff and the Planning Commission. Analysis of planning goals and population estimated will be under way.
Study of the National Resources Inventory, the Cannon River Corridor, has begun with a meeting of staff and the DNR to consider flood plain and shore land ordinances. Other questions; Will Northfield grow until it bumps the next town? Will there be open space?Chair Buckheit and members wondered how to expedite the Comprehensive Plan revisions and come up with a "unified vision." Issues can be considered simultaneously with different bodies. Members would like to plan our growth area rather than having it defined for us. Director O'Connell said in conclusion that staff will revise the issues into more detail, priorities and definite recommendations to get the work done.
The commission approved a recommendation by staff for the Cannon Valley 3rd Addition Final Plat of the Retirement Community Campus. The proposal includes 17 new townhomes, 12 attached and 5 detached.
As Zoning Board of Appeals the members granted a variance at 408 2nd Street East to build a "wrap- around" porch at lesser setbacks than required for a corner lot.
