Joe Hargis is a new Planning Commission member
The Final Development Plan for the First National Bank facility on Honeylocust Drive near Target was recommended to City Council for approval. Two conditions related to storm water were included:
1. To provide an upgraded catch basin to capture and cleanse storm water before being discharged into the Cannon River.
2. A second rain garden will be placed near the ATM island.
Annexation from Bridgewater Township of a two acre property south of the Middle School, at 2400 Division Street South also passed. Applicant, Megan Durkin, plans to convert the house on the property to a Montessori Children's House of Northfield for preschoolers.
The open- meeting law as related to the Planning Commission by-laws was discussed. Alice Thomas considered protection for board members and the public if the ordinance is antiquated due to electronic communication. Tracy Davis will clarify the by-laws to provide more flexibility to discuss issues and report back to the commission.
Beth Kallestad, M.S., gave a presentation on the Cannon River Watershed Partnership's Urban Stormwater Project which she wrote with Hilary Ziols. They tested storm water in Bridge Square and two diverse residential neighborhoods of Northfield. Storm water levels of total phosphorous and total suspended solids were generally higher than the values for a minutely impacted stream.
