All commissioners were present.
This meeting was unusual since it included two meetings. First the routine business took place, as the staff brought their concerns and requests to the commissioners and asked for approval. After these usual agenda items were taken care of, the commissioners met in their role as Rice County Housing and Redevelopment Authority and discussed HRA concerns.
First the routine business:
Agenda item #1: A resolution to secure State Bridge Bonding Funds ($191,379.15) for the bridge replacement on CSAH 8 (Dundas Boulevard) was presented by Dennis Luebbe, the county engineer. It was approved.
Agenda item #2: The Maple Lawn Cemetery Association conveyed 24 grave sites in Maple Lawn Cemetery to Rice County Social Services. These sites are then available to individuals who have no funds to buy a grave site. Also, a resolution was approved which authorized using Rice County staff members to provide guardianship services to eligible Rice County residents.
Agenda item #3: A resoution proclaiming May 3 to 9 as Correctional Officer Week was approved.
Agenda item #4: Fran Windschitl (Auditor/Treasurer) presented information on the cash and pooled investments of Rice County during the first quarter of 2009.. Despite the general economic down-turn in the country, Rice County's situation is good.
Agenda item #5: Mary Ho (Public Health) This was a request for approval of an agreement with Minnesota Dept. of Health for Refugee Health and Tuberculosis Follow-up activities. The request was approved.
Agenda item #6: Jim Haas brought an application for federal grant funds which would improve services to crime victims. This was approved also. And finally the --------
HRA Meeting:
Previous HRA Board and staff were present and discussed past and future housing program ideas with the commissioners. There was discussion of vouchers, termination procedures, what happens when house residents have an increase or decrease in their income -- Do they pay more or less--how much? Status of those on the waiting list, etc.
The Rice County HRA will meet next on July 28, 2009.
