Call to order and Pledge of Allegiance 

  1. Roll Call- Purfeerst, Malacha, Hoisington, Underdahl, Docken present 
  1. Approval of Agenda  – approved 
  1. Approval of Minutes-regular meeting- April 9, 2024- approved 
  1. Students for Youth and Government Day- Suzy   students to have full day county government 
  1. Retirement Presentation for Jolene Nelson, Public Health, Long Term Care Dept, 22 years.  

Community Services: Angela Brewer 

  1. Treatment Court Month of May, 2024   Request Board to recognize people who do the work of Treatment Court, month of May in Rice County- Proclamation. Approved.  
  1. Out of State Travel Request- Directors Orientation (National institute of Corrections, CO), with two people to attend. Training is free, in July, request travel assistance to attend. Approved. 

Environmental Services:  

  1. Conditional Use Permit/Novak- Section 15, Wheatland Township. Approved 
  1. Waiver of Plat/Clemens- Section 12, Webster Township. Approved.  

Property Tax and Elections: Denise Anderson 

  1. Approval for change of date for Duck’s Unlimited Exempt Permit, from May 18, 2024 to May 17, 2025. Approved.  
  1. Temporary 3.2% Malt liquor License application for Holy Cross Catholic School, 6100 37 th St West, Webster, MN on April 27, 2024. Approved 
  1. Temporary 3.2% Malt Liquor License application for Holy Cross Catholic School,

       Information Technology: Allan Klug 

  1. Civic Plus renewal    Vendor that provides web services for Rice County. Renewal up May 26- annual cost 29,000 +. Recommends payment annual costs/fees. Approved.  

Attorney’s Office: Brian Mortenson 

  1. National Crime Victim Week April 21-27, 2024. Request to proclaim this week as National Crime Victims Rights Week. The Dept has worked hard this past year to improve services for victims of crime, who have no constitutional rights (there are statutory rights).  There are over 600 open cases currently. Approved 

Social Services: Chris Sammon 

  1. May- National Mental Health Awareness Month Proclamation. Approved.  
  1. Family Services Collaborative Governance Agreement. Rice Cty fiscal host, HCI provides contract and staffing for the collaborative. Updated agreement (last done 2017), to include services to older youth, up to age 21. Request Board to accept updated agreement. Approved 

Sheriff’s Office: Jesse Thomas 

  1. 2024 Boating Safety Supplemental Patrol Grant Contract Agreement. DNR, 4,000 grant, used between May 10-Sept 2, 2024. Approved. 
  1. 2024 JPA Cannon River Drug and Violent Offender Task Force/CRDVOTF. Renewal , updated version current agreement. Approved 
  1. 2024 Proclamation National correctional Officers Week.  May 5-12, 2024. Approved.  

       Highway: Dennis Luebbe 

  1. Approval by County Ditch Authority of culvert replacement on CD#31. Approved. 
  1. Award of contract #2475, to the low responsible bidder for project SAP 066-603-010. ICON LCC, recommended. Approved. 
  1. Award of contract @2474 to the low responsible bidder for project SAP 066-627-005. Fitzgerald Excavating (Goodhue), recommended. Approved. 

Administration: Sara Folsted 

  1. Consent Agenda Approved 
  1. Proclamation of public Service Recognition week, May 5-11, 2024. Approved.  
  1. Ratification of the LELS (Law Enforcement Labor Services, Inc) Transport Unit Union Contract for December 8, 2023 through December 31, 2024. Approved 
  1. D. Out of State Request. June 23-26, 2024, state summit for Sara . Approved
