- Accepted Proposal for Rice/Steele 911 Center Relocation Project
- As this board has discussed over the past several years, the current space for dispatch operations is no longer adequate to meet our needs. Additionally, there have been discussions about expanding services to include other counties, which is not feasible under our current conditions. Several studies have been conducted, and we are now presenting what we believe to be the best option to the board. Since our last Joint Powers Board meeting, the County Administrators and Finance Directors for both Rice and Steele Counties, along with myself, have convened to explore and develop funding options to present to this Joint Powers Board. Proposed bid from Wold architects for a fee of up to $77,000.
- Peters: Nothing will be in Steele County?
- A: We still have to determine if there would be backups in Owatonna. But there would be normal full operations jointly managed and based in Faribault. There is also discussion with other counties about collaboration
- Hoisington: This is a not to exceed number? And do we expect to meet it?
- A: There is an inflation factor, so we expect to be close to it. Rice Co is paying for it up front but it’s being paid back by formula through Steele County and Rice County, as well as any other counties participating in using the facilities.
- Hoisington: I know this company has done other projects like this and am confident they can do this.

- Storage: Approval of UMN 4-H Facility Use and Storage Agreement for the current seasonal storage period through April 2025.
- Approval of UMN 4-H Facility Use and Storage Agreement for the current seasonal storage period through April 2025 and requesting approval of UMN 4-H Facility Use and Storage Agreement from May 1, 2025 for 9 years for coverage of third-party use of 4-H owned equipment such as tables, chairs and kitchen equipment.

- The Rice County 4-H Building is a valuable community asset for county department as well as public use. The Rice County Extension Department is responsible for rental contracts and collecting payment for rental use of the 4-H Building for seasonal storage. During an audit of the Rice County 4-H Federation finances, it was recommended that the contract for building usage/rental should be between the renter and Rice County. It was also recommended that payment for rental or storage should be made payable to Rice County, not the Rice County 4-H Federation. Request fees received from rental of storage space be allocated to the Extension Department to be used to support building maintenance.
- Hoisington: Does money change hands?
- A: The money will be paid to Rice Co instead of 4H, and that money will go to extension, and that $3,000-$4,000 a year will help with maintenance.
- Hoisington: Is 4H involved and aware?
- A: Yes.
- Hoisington: Is there a negative impact on their budget?
- A: They have used those dollars for facilities maintenance not for youth programming.

- SOCIAL SERVICES: Megan Thomas
- Approval of Hannah Lips Grant
- Friendship House applied for the Hannah Lips grant in the amount of $3,200.00. This money will be used to fund individuals who participate at Friendship House the ability to create and package healthy meals, a new 100’ hose, water nozzle and sprinkler for the new sod at the Clubhouse, a quality 2-sided greenhouse tape that will keep the insulating bubble wrap adhering to the interior walls in our solar powered greenhouse, a new toilet, and bathroom sink.
- Purfeerst: Have they connected with the Master Gardeners?
- A: We have talked about that last fall, but I’m not sure if it’s been initiated for this season. They also do a lot of volunteer work for Paradise Theater. We’re trying to work with Paradise to get a grant for an artist to do a mural at Friendship House
- Peters: Extension could be a good partner, too.
