Rice County Board meeting April 8, 2025


The meeting was called to order by Commissioner Gerry Hoisington, Chairperson. Pledge of
allegiance. All members present: Purfeerst, Malecha, Underdahl and Peters.

Agenda and Minutes of March 25 approved unanimously.


Denise Anderson, Property Tax & Elections
Requested approval of an Off-Site Gambling Permit for Waseca Sleigh & Cutter on May 4,2025 at The Channel Inn at 23219 Farwell Ave Warsaw. Approved unanimously.

Angela Brewer, Community Corrections
Requested approval of out-of-state travel for Treatment Court team members to attend the
RISE25 conference, an annual conference for Treatment Court personnel and team members to learn the latest evidence-based practices for serving justice-involved individuals impacted by substance use, mental health, co-occurring disorders and trauma.
The costs ($8,800) associated with 4 individuals’ registration, travel, meals, and lodging are fully funded through the Treatment Court Enhancement grant. Unanimously approved.
She also requested approval for a contract for an eHawk device to monitor people in treatment. Most costs are covered in a grant. Malecha asked about costs. Purfeerst asked about wider applications. Unanimously approved.

Megan Thomas, Social Services
Requested approval of a transportation contract. with Three Rivers. Commissioner Underdahl confirmed that this contract began in January and is functioning. Unanimously approved. She also asked for approval of another existing contract, this one with Lighthouse Psychological Services at no cost to the county. Unanimously approved.

Sheriff Jesse Thomas
Requested approval for using a pass-through grant to fund the annual boat and water safety contract at $12,943. Unanimously approved.

Wendy for Brian Mortenson, County Attorney
Requested proclamation of April 6-12, 2025 as National Crime Victims Week. She reported a
slowdown in processing this year but said over 3,000 had been served so far. Hoisington said he was proud to sign this proclamation. Unanimously approved.


Sara Folsted, Administration
Presented the consent agenda, which was unanimously approved. She also asked the Board
for ratification of the three-year contract with the MNPEA Community Corrections Union.
Unanimously approved.
The board agreed to a Child and Family Services walk-through in training rooms C208 and C209 immediately after adjournment.


Adjournment was unanimously approved.
