Observer Report: Rice County Commissioners, 1.20.26

Present: Peters, Malecha, Perfeerst, Underdahl, Hoisington 

Community Corrections: Angela Brewer. Mental Health Court planning committee present today – to create structure for mental health treatment court. Multiple entities including law enforcement, social services, behavioral health, worked on this proposal. Reviewed background and different types of courts, both local and statewide, crisis vrs case management, cost, and what a mental health treatment court would look like in Rice County.  

Structure very similar to the drug treatment court. Available for adults 18 and older, Rice County residents, legally competent, severe and persistent mental illness (per diagnosis) and pattern between criminal activity and their underlying mental health condition. Is a voluntary program; the eligible clients are already within the system, with high rate of re-offense. 

Funds available through the MN Judicial Branch- could be used for the next three years, beginning in July. Funding after that would be based on the state formula, like other existing courts. Will begin program with existing staff.
