Director Moore: There is a sharp divide on the board about ICE. It is important for students to know their rights. We should have a day to study the Constitution.

Courtney Pear and Caroline Treadway: Both noted their worries about the ongoing ICE crisis.

VII. Consider adoption of a Resolution Approving A Tax Increment Financing Plan For Tax Increment Financing District No. 20 In Development District No. 1 In The City Of Faribault 

Schane Rudlang from Ehlers presented on behalf of the city:

Director Robicheau:Will there be a hit to the school tax base?

-Minimal if any

Director Moore: She noted her constituents were unhappy. Why is the board in housing, and how does this help student achievement? 

-approval from the school board is statutorily necessary 

Director Bourdreau: Is this development physically connected to another site and does it have low income housing?

-No to both questions. It will contain market rate housing. 

Director Wolff: What is the cost of market rate housing?

-It is 1k per month

Director Moore: Will the number of children allowed to live in the development be limited?

-No

Superintendent Bente: This development is good because it will raise enrollment tax base and be a good home for staff (who often have to live outside of Faribault).

Director Knudson: Will these houses be filled?

In order to develop a project like this statewide vacancies have to be below a threshold which they are below.
