Approval Of Agenda and Approval of Minutes Regular meeting 6/9/2026 

Retirement Recognition: Karrie Siegfried, Ride County Social Services 

Outside Agency:  

MICA Presentation (Nathan and Co Road Show): Works at capitol, during/ outside of legislative session. Advocates for counties. From this past legislative session: Monies to prevent homelessness given an extension. Levy limit proposals did not move forward. IT modernization: significant bill passed, establishing an advisory council with county representatives on it.  Well-funded, bi -partisan support. Bonding bill: 55 % statewide, 45% local projects. Tab fees reduced one time, for the next year; detrimental to highway fund, but general funds will be moved to cover that loss for trunk highways. One-time appropriations for coverage to counties affected by SNAP funding loss. Multiple slides, detailed, available on County website, meeting notes.

Parks: Dennis Luebbe (Public Hearing). Proposed updates to Rice County Parks Ordinance. The current Ordinance dates to the 1980s. Many contributed to this effort. Language has been updated, reflecting current laws. (ex: tobacco use prohibited in all parks). Recreational activities updated, reflecting newer activities, equipment (e-bikes, drones, etc). Proposed action at subsequent meeting.  No public comment. Public hearing closed.  

Environmental Services: Final Plat/Simon (Bordignon)- Section 13, Erin Township. Approved 

IT:  Allan Klug Purchase of laptops for annual refresh. Request purchase 80 laptops, approx. purchase per year. $132,376  

Community Services:  Rick Gieseke and Toby Anderson. Rice County Lease Proposal for 414 central Avenue, Faribault, MN 55021. For COMPASS, expanding to serve folks with any substance abuse.  Partner with CAC for housing. All needs /resources can be met in one location. Lease is 3 years with option to continue. Funding sources are secured, two grants in process, one two year and one three years, should hear by end July.  Approved  

Representative Allen: thank you to Commissioners and staff for support during the legislative session. Office of Inspector General created. Serves on bonding committee- 45/55 split for infrastructure, funding more to counties (usually 40/60).
