November 5, 2024 Rice County Board of Commissioners meeting

I. OPENING

The meeting was called to order by Commissioner Hoisington with all commissioners present to recite the Pledge of Allegiance. Past meeting minutes were read and approved.

II. RECORDER’S OFFICE: Rice County Assureon Refresh/Replacement Estimates

Mike Fangman presented two alternative quotations from Assureon for a new contract to continue their secure storage of Rice County’s online documentation. Alan Klug was asked to add his opinion on which choice was appropriate. A more comprehensive replacement priced at over $400,000 was determined not to be needed at this time, and the Board settled on simply updating the current system at a cost of about $115,000.

III. FINANCE: Paula O’Connell

A. Quarterly Financial Report for Period Ending September 30, 2024

The quarterly financial report showed appropriate year-to-date spending in all line items highlighted.

B. Cash & Pooled Investments for the Period Ending September 30, 2024

Fran Winschitl reported on the success of Rice County’s investments year-to-date. He walked the Commissioners through spreadsheets showing the wide variety of investments he manages for the county to achieve impressive returns while protecting its financial security. For example, there were 39 different CD’s active in the third quarter. Commissioners expressed admiration and gratitude for his work.
