Observer Report: Rice County Commissioners, 5.19.26

  • Adult Services: Megan Thomas Regarding Local Advisory Committee Assessment  
    • Local advisory committee meets quarterly, in conjunction with children’s mental health, required by state statute. Lack of mental health providers in Rice County. Prevalence anxiety diagnosis in Rice Cty is 21%, depression 17%. Delays in accessing care include insurance, cost, access, transportation (including medical transportation), lack of interpreters. No inpatient psychiatric care, nearest is Owatonna.  
    • Strengths: local clinical psychiatric care, 24 crisis line, therapists with Rice Cty Public Health, Friendship House in Faribault, Rice Cty social worker housed in Faribault and Northfield Public Libraries monthly. 
    • Will continue to identify service gaps and barriers at quarterly LAC meetings. Work to increase awareness of local mental health resources.  
  • Highway: Dennis Lubbe with Highway updates
    • Center Line replacement in 20 locations throughout the county, most closures are for one day.  
    • NW 14 th street project completed 
    • Cty Rd 25, mostly completed 
    • Cty 23 project due to start, weather holding it back.  
    • Lyndale Ave in Faribault due to be completed end of week. Adjusting signals. 
    • Federal grant for overhead lighting in rural road sections in planning phase, 22-25 lights. Procuring supplies 
    • Pavement marking in conjunction with DOT in Rochester 
    • Bridge in Northfield Township completed, Douglas Trail 
    • Cty Rd 93 retaining wall (near Walmart in Fblt) moving forward 
    • Cty Rd 11 slope repair after flooding last year moving forward 
    • Cty 19 roundabout near Lonsdale, ongoing  
    • Started work on 10-year plan, will engage board and public with longer term priorities.  
    • Cty 20/Hwy3 – looking at improvements to that intersection to improve safety, with anticipated increase in traffic over time. Hoping to work with state, considering roundabout. 
    • Looking at public outreach regarding county trails system, more to follow, but looking at June7, National Trails Day, County Fair, other opportunities to engage public. (1.5 million dollar grant to work on the highway/trail would have to be awarded by 2028, which affects timeline of the whole project). 
    • Salt shed in Lonsdale is coming along, early July completion. Better luck with seasonal hiring this spring, nearly at full staff.  
    • Regional Park application nearly completed, with letters of support from Carleton and St. Olaf, working with land transfers to parks.  
    • Local county parks being updated, with removal old toilets, repairs to pavilions, etc.
