Observer Report: Rice County Commissioners, 6.2.26

Present: Underdahl, Purfeerst, Peters, Hoisington, Malecha 

Call to Order/Pledge of Allegiance 

Facilities: Sandy Malecha – Rice County Fleet Performance and Modernization.  Months long process with recommendations for improvement of fleet management. Looked at different counties and entities (U of MN) as well as companies who manage their fleets. Also looked at what continues to work, such as local venders, making sure to work with various teams and staff. 

Recommend RTA which has the various functions needed, the telematics management system, motor pool scheduling is built in, not an add on. Will be able to track data across departments. Improved maintenance, through tracking of mileage, wear/tear, needed service, ability to rotate vehicles. First year cost to implement is $36,000 for 32 vehicles to install the telematics. Cost is reduced following years.  

  • Purfeerst questions the cost of employees driving fleet cars vrs own personal vehicles and is interested in the break down. Need the accurate data to track that. Purfeerst wonders if fleet is serviced by one vendor. Several local vendors are used.  
  • Insurance is a question when considering personal vs. county vehicle, particularly with a transport.  
  • Malecha in favor of these recommendations.
  • Peters curious about systems used by Scott County and U of MN. Both use two systems, have had increased cost with integration of those two systems.  
  • Underdahl supportive and recognizes the usefulness of the ability to analyze the data over the next few years.

Finance: Fran. Cash and Pooled Investments for the period ending March 31, 2026: Invested In many different institutions, quite diversified.  Primarily invest in certificates of deposit, credit unions, local banks. Interest earnings: $637,000 ahead of budget amount at this time. (See charts for specific details, website). 

Finance: Peggy Schaak. Quarterly Financial Report for period ending March 31, 2026: Expenditures for IT a little higher, due to subscriptions being due. (See charts for specific details, website). Should be at approx. 25% at this time of year, for expenditures. Revenues will increase when property taxes are in. Public Health down a bit for revenue, but expenditures where they should be.
