Circle Lake Rice County, Annual Report to County-
Good year, overall, with little algae. Most common weed is pond weed, treated 91 acres with DNR approval. Seasonal treatment
Lake restoration Pilot Project (ongoing): Working to improve water quality, with elevated phosphorus levels and decreased oxygen levels at lake floor. Trials of variety of methods, including aerating, sensors, mapping and monitoring.
Financials: mix of city funding, county, grants, association fees, DNR. Approx $50,000 towards restoration project and $40,000 to weeds, with remaining $90,000. The 2027 budget is set and awaits approval for the assessments.
Highways: Dennis Luebbe
Projects: many are finished or nearly so. Ongoing work on retaining wall near Walmart Store. One project slated for 2027 will start this fall, Cty Rd 16 (Morristown).
Trunk Highway 246 Agreement (will bring to the Board next week for approval): Changes ownership of trunk highway 246 through Northfield to the city of Northfield. Purfeerst: Will this involve cost sharing between county and Northfield? Luebbe: No, this agreement does not involve finances, just legal transfer. Plowing (question also raised) likely to transfer to city as well.
Heavy truck traffic may shift from 246 to Highway 1, to be determined.
Underwater inspections of bridges in Dundas all good.
Maintenance: mowing is underway
Planning: trying to set a date for a road and bridge tour for the Board.
Cty 78, involving Northfield and Dundas, trail. Looking to gather public involvement for the tentative 2030 project.

Parks: ongoing process in the regional parks designation. In 2027, hoping to replace pavilion in Shaker Park, updates to Cannon River Wilderness Park
